The Fundamental Law of Hungary regulates people's right to safety. This applies to all citizens - Hungarian and foreign - residing in Hungary, regardless of age, gender or religion.

Annak függvényében, hogy a rendezvényt hol (szabad téren vagy építményben, esetleg rendezvénysátorban) szeretnénk megtartani a helyszín alkalmasságának megállapításán túl, biztonsági szempontból a rendezvény típusához kapcsolódó valamennyi jogszabályi előírást, helyi szabályozást figyelembe kell venni.

As event organisers, it is our priority to know, comply with and enforce the regulations applicable to the planned event, regardless of its size or location. During the event, the fire protection and disaster prevention safety requirements laid down in the building's permit for use, operation, operation and premises shall be met.

For events organised in a building, we have to investigate:

  • the essential function of facility, compliance with the permit for use (sports facility, community centre, etc.);
  • whether the chosen facility is suitable for the planned event (stage, backstage space requirements, capacity of the auditorium, evacuation capacity, etc.)
  • the nature of the event (trade fair, exhibition, performance, music, dance, sporting event, theatre, technical event, etc.);
  • the planned number of participants and the number of security staff required.
  • During the planning and preparation phase, we examine the design of the event, the location of the specific installations and the legal requirements for evacuation. All this information is then used to determine the number of guests, service and security staff and the capacity of the installation.
  • Particular attention will be paid to the organisation of events other than those specific to the facility in question.
  • If necessary, we consult with the fire safety authorities and participate in the licensing process.
  • In addition to meeting the general requirements for the safe use of special effects (open flames, pyrotechnics, lasers, etc.) at the event site, we perform our duties by observing and enforcing local regulations (fire safety, health and safety at work and safety engineering).
  • Before the opening of the event, we check if the conditions for evacuation are met, the exits are marked, that fire-fighting routes and areas are available, and the extinguishing water sources are accessible.
  • Particular attention is be paid to checking the planned place and number of persons restricted in their escape, and to ensuring that the necessary evacuation conditions are fully met.
  • We believe that, in the knowledge of the location, briefing security personnel before the opening of the event, and clarifying evacuation conditions and tasks on site, greatly contributes to the safe relaxation and entertainment of our guests.

THE KEY TO OUR SUCCESS IS THE SAFETY OF OUR GUESTS

A szabadtéri rendezvények körébe azon rendezvények tartoznak, melyek az 1000 főt vagy az 5000 m2 területet egy időben meghaladják, ide nem értve a létesítmény működési engedélyével összefüggő rendezvényeket. A kiemelt szabadtéri zenés, táncos rendezvények körébe a 10 000 főt, vagy a 20 000 m2 – nél nagyobb területet egy időben meghaladó, épületen kívüli területen megtartott, a zenés, táncos rendezvények működésének biztonságosabbá tételéről szóló kormányrendelet hatálya alá tartozó zenés, táncos rendezvények tartoznak.

A szabadtéri rendezvényekre a vonatkozó tűzvédelmi előírásokat, biztonsági intézkedéseket – a zenés, táncos rendezvények működésének biztonságosabbá tételéről szóló kormányrendelet szerinti zenés, táncos rendezvények kivételével – a rendezvény szervezője köteles írásban meghatározni és a rendezvény kezdetének időpontja előtt tíz nappal azt tájékoztatás céljából az illetékes első fokú tűzvédelmi hatóságnak eljuttatni. A tűzvédelmi hatóság részére készítendő dokumentáció tartalmi elemeire vonatkozó iránymutatást a TvMI tartalmazza. Adott helyszínen hetente több alkalommal, heti vagy havi gyakorisággal megtartott szabadtéri rendezvény esetében a tűzvédelmi előírásokat, biztonsági intézkedéseket csak az első alkalom esetén kell kidolgozni. A későbbiekben csak a tűzvédelmi szempontot érintő változást kell bejelenteni.

EXHIBITIONS

In cultural, sports, and educational facilities and premises, for events that do not correspond to their original purpose, as well as in non-cultural and non-sports facilities with a capacity of more than 500 people, occasional cultural and sporting events held in premises with a capacity of more than 500 persons, the organizer responsible for the event shall specify the relevant fire safety regulations and safety measures in writing and send them to the fire safety authority for information purposes 15 days before the date of the event.

The safe organisation of events is everyone's common interest! It is very important that the organisation of events should not be left to the last minute, so that any technical issues can be discussed with the authority in time, and so that time does not limit the implementation of safe solutions!

CULTURAL EVENTS WITH MUSIC AND DANCE

In the case of music and dance events subject to the government decree on making music and dance events safer, the licensing procedure specified in the government decree must be followed. The TvMI contains guidelines on the content of the documentation to be prepared for the fire protection authority. It is recommended that the listed content criteria be taken into account in order to make events as safe as possible.

The Technical Principles of Fire Protection provides several sample documents for event organisers, including a sample notification form, a sample fire safety training protocol and a sample document for the conduct of occasional fire risk activities.

A tájékoztató a szabadtéri rendezvények, kiemelt szabadtéri zenés, táncos rendezvények, továbbá a művelődési, sport- és oktatási létesítményekben, helyiségekben esetenként nem az eredeti rendeltetésnek megfelelő rendezvények, valamint az 500 főnél nagyobb befogadóképességű nem művelődési és sportlétesítményekben, helyiségben tartott alkalomszerű kulturális és sportrendezvények vonatkozó szabályait taglalja.

Legal background

The fire safety rules and requirements for the above-mentioned events are laid down in the Decree 54/2014 (XII. 5.) of the Ministry of the Interior on the National Fire Safety Regulations (hereinafter: NFSR)...

The safety level specified in NFSR can be achieved by meeting the national standard for fire protection; by applying technical solutions and calculation methods developed in the technical guidelines for fire protection (hereinafter referred to as Technical Principles of Fire Protection); or by applying a solution that is partly or completely different from Technical Principles of Fire Protection or the national standard, if the designer can prove the same safety level.

For outdoor events, the National Directorate General for Disaster Management of the Ministry of the Interior issued a Technical Principles of Fire Protection on 15 July 2015 to assist event organisers.
