This guide is intended to support the work of event organisers: to help events run lawfully and safely, to prevent tragedies, and to set out the relevant legal requirements.

It covers outdoor events, designated outdoor music and dance events, events held in cultural, sports and educational facilities and premises where the use occasionally differs from the original purpose, and occasional cultural and sports events held in non-cultural and non-sports facilities or premises with a capacity of more than 500 people.

The fire safety rules and requirements for the events above are laid down by Decree 54/2014 (XII. 5.) of the Minister of the Interior on the National Fire Safety Regulation (hereinafter: OTSZ).

The level of safety set out in the OTSZ can be reached by complying with the national standard on fire safety; by applying the technical solutions and calculation methods developed in the fire safety technical guidelines (hereinafter: TvMI); or by a solution that departs partly or entirely from the TvMI or the national standard, provided the designer demonstrates an equivalent level of safety.

For outdoor events, the National Directorate General for Disaster Management of the Ministry of the Interior issued a TvMI on 15 July 2015 to support the work of event organisers.
